Washington Filmworks is the non-profit 501 (c)(6) organization that manages the state film and production incentive programs. Its mission is to create economic development opportunities by building and enhancing the competitiveness, profile, and sustainability of Washington’s film industry. They do this by creating possibilities for local and national filmmakers, offering comprehensive production support as well as financial incentives.
In February 2009, the Washington State Film Office and its production resources were integrated into Washington Filmworks, creating a single organization to handle film production support and incentives statewide.

PRODUCTION INCENTIVE PROGRAM
Washington Filmworks offers funding assistance for qualified in-state expenditures of up to:
-30% for motion pictures and episodic series with less than six episodes and 35% for episodic series with at least six episodes and
-15% for commercials. Commercial applicants who have not worked in Washington State previously and who are using a Washington based production company are eligible for a one-time return of 25%.
Some non-resident labor may qualify for a return of up to 15% if the production meets all eligibility criteria as detailed in the full Guidelines and Criteria, including but not limited to, utilizing at least an 85% Washington resident labor force.
Washington Filmworks requires that all productions receiving funding assistance make industry standard payments for health insurance and retirement benefits for all positions typically covered by a collective bargain agreement.
The Board of Directors of Washington Filmworks may allocate up to $350,000 annually to support Washington resident filmmakers and filmmakers using new forms of production and emerging technologies. This funding is allocated through the Filmworks Innovation Lab.

INNOVATION LAB
The Filmworks Innovation Lab offers funding assistance as a return on qualified in-state expenditures on the production of motion picture content (including labor and talent who are Washington State residents). Projects must spend between $25,000 – $499,999 in Washington and it is important to note that this is not a grant, rather a reimbursement on a project’s investment in Washington State's economy. The level of funding assistance is determined per project and varies according to each approved project’s merit and application. Washington Filmworks may allocate up to $350,000 annually to provide financial support for the program.
